FARM FAIR COMMITTEE
PURPOSE OF COMMITTEE

The purpose of the Farm Fair Committee is to organize a successful and profitable Hawaii State Farm Fair once the annual business plan is completed and accepted by the HFBF Board. The committee will identify, discuss and recommend:

The Farm Fair Committee shall implement projects, programs and events once approved by the executive board within the established policy guidelines.

AUTHORITY OF COMMITTEE

The committee may offer suggestions or clarification in the implementation of existing farm fair policies. The committee will coordinate all facets as described in the duties and responsibilities of each committee member. Each committee member shall obtain the approval of the full committee on new programs or events. The committee may recommend changes, additions or deletions to HFBF policies adopted by the delegate body.

DUTIES AND RESPONSIBILITIES OF COMMITTEE

REPORTABILITY

The committee will serve in an advisory capacity to the HFBF President and Board of Directors. All recommendations and actions of the committee will be reported to the HFBF President in writing. All subcommittee recommendations that directly or indirectly affect the Farm Fair require the full committee’s approval shall be submitted to the full committee by the sub-committee chairman or executive director.

GOVERNMENT AFFAIRS COMMITTEE
PURPOSE OF COMMITTEE

The purpose of the Government Affairs Committee is to recommend legislative or administrative action to the HFBF Board of Directors and Convention Delegates that will enhance the social, educational and economic well being of Hawaii’s agricultural community. The Government Affairs Committee will address statewide and national issues, which affect agriculture.

The authority of the committee provides farmers and ranchers with an opportunity to discuss and recommend legislative or administrative changes that will enhance Hawaii’s agricultural industry. The committee shall:

The committee will serve in an advisory capacity to the HFBF President and Board of Directors. All recommendations and actions of the committee will be reported to the HFBF President in writing. All recommendations requiring Board of Directors’ approval will be submitted to the HFBF Board of Directors by the President. With the approval of the Board of Directors, recommendations will be forwarded to the organization’s delegates for approval and submission to the appropriate legislative or administrative body.

MEMBERSHIP COMMITTEE
PURPOSE OF THE COMMITTEE

The purpose of the Membership Committee is to recruit and maintain new, quality members that will be active in the Farm Bureau. The committee will identify, discuss, recommend and implement solutions to problems and address opportunities that directly affect the membership. To expand membership numbers and enhance membership benefits, the committee shall examine programs, recommend issues for policy adoption, recommend changes, improvements and ideas for program implementation, implement projects, programs and activities as appropriate.

ENVIRONMENTAL STEWARDSHIP COMMITTEE
PURPOSE OF COMMITTEE

The purpose of the Committee is to inform farmers and ranchers of new pesticide regulations, registration and application issues; address food safety & labeling, Worker Protection and Biotech issues; and land and water regulations that impact farm or ranch activities. The committee will have the opportunity to identify, prioritize, discuss and recommend solutions to problems that directly impact farming or ranching activities. The committee may examine State and Federal assistance programs and funding, recommend issues for policy adoption and recommend changes, improvements and ideas for successful implementation of projects and programs designed to meet rules and regulations and improve overall production.

VEGETABLE & MELON COMMODITY COMMITTEE
PURPOSE OF COMMITTEE

The purpose of the Vegetable & Melon Commodity Committee is to identify, prioritize and address the problems and opportunities of the vegetable and melon sector of the industry. The committee may examine State and Federal assistance programs, recommend issues for policy adoption and recommend changes, improvements and ideas for assistance program implementation.

COMMODITY ADVISORY COMMITTEE
PURPOSE OF COMMITTEE

The purpose of the Commodity Advisory committee is to bring together all of the commodity associations that have statewide representation. The committee will discuss issues that affect commodities statewide and develop action plans to seek solutions to problems or opportunities before the industry.

AUTHORITY OF COMMITTEE

The committee will coordinate all facets as described in the duties and responsibilities. Each committee member must be an appointed representative by the commodity association it is a member of. There shall be a number of resource members, which provide support to the committee. Each sub-committee chair shall obtain the approval of the full committee on new programs or events. The committee may offer suggestions or clarification in the implementation of existing policies. The committee may recommend amendments, additions and deletions to the organization’s policies.

PUBLIC RELATIONS
A SUBCOMMITTEE OF THE PROMOTIONS COMMITTEE
PURPOSE OF COMMITTEE

To establish and maintain the visibility of the Farm Bureau before the agricultural community and the general public at county, state and national levels; thus, maximize opportunities to increase the Farm Bureau’s membership base and support for Hawaii’s agricultural industry.

AUTHORITY OF COMMITTEE

The Public Relations Subcommittee will assist the HFBF Promotions Committee in carrying out its mission of promoting the Farm Bureau and Hawaii’s agricultural community. The subcommittee will ensure that the issuance of media releases are made in a timely and regular manner, with professional composition. Additionally, the subcommittee will work to develop relationships with the media to ensure maximum exposure.

The subcommittee will serve in an advisory and administrative capacity to the HFBF Board of Directors and the Promotions Committee. All recommendations and actions of the subcommittee will be reported to the HFBF President and Promotions Committee in writing. All media releases shall be reviewed and approved by the President or the Executive Director of the HFBF prior to release.

FINANCE COMMITTEE
PURPOSE OF THE COMMITTEE

The purpose of the Finance Committee is to review, recommend and implement programs that will enhance the financial position of the Hawaii Farm Bureau Federation. The committee will identify, discuss, recommend and implement solutions to problems and address opportunities that directly affect the financial situation of the organization. To enhance the organization’s financial position the committee shall examine programs, recommend issues for policy adoption, recommend changes, improvements and ideas for program implementation, implement projects, programs and activities.

Chairman will review the duties and responsibilities of the committee members of the first meeting of the year. The committee shall establish an annual budget for the board’s review. The committee shall review the policies affecting the farm fair and make recommended changes or additions. The Farm Fair Committee will establish subcommittees that will be responsible for various activities such as: Finance, Livestock, Agricultural Exhibits, Advertising, Entertainment, Gates, Construction, Security, Food & Beverage, Home Economics, Flora-cultural Exhibits and Country Market. Additional committees will be determined and created by the Committee as needed. Recommend staff or contractual services for the fair with written responsibilities and compensation prior to hiring. Provide suggestions to increase involvement of Farm Bureau members in fair activities or add new activities that will enhance membership benefits. The committee shall be responsible for the successful implementation of the programs, projects and events of the Farm Fair. Place emphasis on recommendations to address land and water, infrastructure, financing and production and marketing opportunities and problems. Recommend research projects that are of greatest need to farmers and ranchers. Determine agriculture problem areas and opportunities and make recommendations for discussion by the County Farm Bureau Representatives. Provide suggestions to involve Farm Bureau members in the lobbying and legislative process. All legislative proposals shall coincide with the policies adopted by the delegates. Make recommendations for amendments, additions or deletions to the organization’s policies. Work with other entities (government, commodity groups) to determine their position on agricultural issues or legislation the HFBF is proposing and determine what needs to be done to achieve cooperation. All press releases shall contain timely and pertinent information. The subcommittee shall develop and maintain relationships with commodity organizations and the American Farm Bureau for the purpose of sharing news-worthy and organizational information for publication in respective newsletters, journals, websites, etc. The subcommittee shall work with staff to develop and maintain a media listing with contact names, addresses, phone and fax numbers and e-mail addresses for newspapers, radio stations, quarterly publications (to include the educational sector, visitor, manufacturing and other appropriate industries as may be determined) and commodity organizations. The subcommittee shall explore and make recommendations for the hiring of professional media consultants to develop and issue press releases and maintain HFBF’s website, as may be determined to be advantageous. The subcommittee shall develop and issue promotional advertisements that are generic in nature and appropriate for release as free public service announcements in newspapers, radio, television and cable. Additionally, advertisement space shall be purchased various media forms. The subcommittee shall maintain the HFBF’s website. Place emphasis on recommendations to increase financial independence and stability. Recommend and implement programs to enhance or improve finances through activities such as fundraising programs, cost cutting or grants writing. Provide suggestions to increase involvement of Farm Bureau members in the various activities of the organization. REPORTABILITY The committee will serve in an advisory capacity to the HFBF President and Board of Directors. All recommendations and actions of the committee will be reported to the HFBF President in writing.
